Industrial development: meaning, advantages and disadvantages

25 min

Case: cement up 35%, textiles down 1%

NISR's accounts for 2025 show Rwanda's industry growing by 11%. Inside that figure the branches moved very differently: mining and quarrying grew by 17% and construction by 11%; in manufacturing, which grew by 10%, non-metallic minerals (mainly cement) rose by 35%, chemicals and plastics by 24%, metal products by 21% and food processing by 9%, while textiles fell by 1% (NISR, GDP National Accounts 2025, p. 3).

Think: why might a construction boom make cement and metal products grow fastest? And why is it harder for Rwanda to grow a textile industry than a cement industry?

Definition

Industry: the sector that transforms materials into goods. In national accounts it covers mining and quarrying, manufacturing, construction, and electricity, gas and water supply.

Manufacturing: turning raw materials or components into finished goods, by hand or by machine; for example milling maize, brewing, making cement or assembling phones.

Definition

Industrial development (industrialisation): a sustained rise in industry's output, productivity and share of the economy, as resources move into manufacturing and related activities and production becomes more capital- and technology-intensive.

Structural transformation: the shift of output and workers from low-productivity farming into higher-productivity industry and services.

Classifying industries

Basis	Types	Rwandan example
Stage of production	Extractive (mining, quarrying); manufacturing; construction	Tin and tungsten mining; cement manufacture; housing and roads
Weight of product and capital	Light industry (consumer goods); heavy industry (capital goods, bulky materials)	Soap, juices and garments; cement and steel bars
Raw material	Agro-based (processing farm output); mineral-based; forest-based	Tea and coffee processing, dairies; cement; furniture
Scale	Cottage, small-scale, large-scale (lesson 3)	Basket weaving; a carpentry workshop; a brewery
Market	Import-substituting; export-oriented (lesson 4)	Local cement replacing imports; coffee and tea for export

Rwanda's changing structure

Between 2000 and 2025 agriculture's share fell by about 11 percentage points, while industry's share rose from 16.8% to 22.0%. Within industry, though, manufacturing stayed at about 7–10% of GDP (9.6% in 2000, 8.3% in 2025, World Bank); most of industry's rise came from construction, mining and utilities. Manufacturing employed only 5.6% of employed people in 2025, against 8.9% in construction (NISR, Labour Force Survey Annual Report 2025, section 4.5).

Worked example 1: which sector drove growth?

In 2025 Rwanda's GDP grew by 9.4%. Agriculture (20% of GDP) grew by 7%, industry (22%) by 11% and services (52%) by 9% (NISR). A sector's contribution to growth is approximately its share times its growth rate:

\text{agriculture: } 0.20 \times 7 = 1.4 \text{ percentage points}

\text{industry: } 0.22 \times 11 = 2.4 \text{ percentage points}

\text{services: } 0.52 \times 9 = 4.7 \text{ percentage points}

Together these give $1.4 + 2.4 + 4.7 = 8.5$ points of the 9.4%; taxes on products make up most of the rest. Industry grew fastest, but services, being much larger, contributed most. (Strictly, the previous year's shares should be used, so the figures are approximate.)

Worked example 2: how fast does structure change?

NST2 expects manufacturing to grow by 10.4% a year and GDP by 9.3% (MINECOFIN, NST2, p. 9). If manufacturing is 8.3% of GDP today, what share would it reach after 5 years?

\text{share after 5 years} = 8.3 \times \left( \frac{1.104}{1.093} \right)^5 = 8.3 \times 1.051 = 8.7\%

Even fast manufacturing growth raises its share only slowly when the rest of the economy also grows fast. A big change in structure needs manufacturing to grow much faster than GDP for many years, as it did in East Asia.

Advantages of industrial development

Higher productivity and incomes: a worker with machines produces far more than a farmer with a hoe (Unit 6, lesson 1).
Jobs for a growing, urbanising labour force, including for workers leaving farming.
Linkages: industry buys from farms and mines (backward linkages) and supplies other firms (forward linkages), so growth spreads.
Value addition and diversification: exporting roasted coffee or finished garments instead of raw materials earns more and reduces dependence on a few primary products.
Import substitution and foreign exchange savings; a better balance of payments.
Technology and skills that spread to the rest of the economy.
Government revenue from a larger, more formal tax base.
Infrastructure (power, roads, water) built for industry also serves households.

Disadvantages and costs

Pollution of air and water, and waste; cement kilns, for example, burn large amounts of fuel.
Rural–urban migration faster than jobs and housing grow: unemployment and informal settlements.
Capital-intensive plants may create few jobs (lesson 2).
Imported machines, fuel and inputs can worsen the balance of payments at first.
Neglect of agriculture, if resources are pulled away from farming too early.
Inequality between regions, as industry clusters around Kigali.
Dependence on foreign firms for capital and technology; profits sent abroad.

Warning

"Industry" is wider than "manufacturing". Rwanda's industry share rose mainly because of construction and mining. Don't use the rise in industry's share as evidence that manufacturing has taken off: check manufacturing's own share (about 8% of GDP) and employment (5.6%).

Tip

Learn the advantages as "PJ-LVF-TRI": Productivity, Jobs, Linkages, Value addition, Foreign exchange, Technology, Revenue, Infrastructure. For each one, have a cost ready that "balances" it in an evaluation.

Important

Discuss. Rwanda's industrial growth in 2025 was led by cement, metal products and construction. Is growth based on a construction boom a sound foundation for industrialisation, or a risk? What would make it last?

Practice

Distinguish between industry and manufacturing, and define industrial development.
Classify each into light or heavy, and agro-based or mineral-based: (a) a dairy; (b) a cement plant; (c) a soap factory using palm oil.
A sector is 15% of GDP and grows by 12%; GDP grows by 8%. Estimate the sector's contribution to growth in percentage points.
Manufacturing is 10% of GDP and grows by 12% a year while GDP grows by 7%. Calculate its share after 4 years.
Using the chart, describe how the structure of Rwanda's economy changed between 2000 and 2025.
Explain four advantages of industrialisation for Rwanda.
Explain four disadvantages of rapid industrialisation.
"A rising share of industry in GDP shows that Rwanda is industrialising successfully." Evaluate.

Show answersHide answers

Industry covers mining, manufacturing, construction and utilities; manufacturing is only the transformation of materials into finished goods. Industrial development is a sustained rise in industry's output, productivity and share of the economy.
(a) Light, agro-based; (b) heavy, mineral-based; (c) light, agro-based.
$0.15 \times 12 = 1.8$ percentage points.
$10 \times \left(\frac{1.12}{1.07}\right)^4 = 10 \times 1.200 = 12.0\%$ .
Agriculture fell from 31.2% to 20.3%; industry rose from 16.8% to 22.0%; services rose from 44.3% to 52.3%. The economy shifted away from farming, mainly towards services and, since 2010, towards industry.
Any four explained: productivity and incomes; jobs; linkages; value addition and diversification; foreign exchange; technology and skills; revenue; infrastructure.
Any four explained: pollution; migration faster than jobs; few jobs from capital-intensive plants; imported inputs; neglect of agriculture; regional inequality; dependence on foreign firms.
For: industry rose from 16.8% to 22.0% of GDP; cement and metal products grew fast. Against: the rise came mainly from construction and mining; manufacturing stayed at about 8% of GDP and 5.6% of jobs; textiles shrank; a construction boom may not last. Judgement: industry is growing, but manufacturing-led industrialisation has barely begun.
