Taxes in Rwanda
Lesson 3 of 5

VAT is included in the price of most things you buy, from a bottle of juice to a phone repair. A VAT-registered business must add VAT to its prices, record it, pay it to RRA and give every buyer an EBM receipt. Getting the calculation wrong means either overcharging customers or paying RRA from your own profit.
Value Added Tax (VAT) is an indirect tax on the value added at each stage of production and sale. A registered business charges VAT on what it sells (output VAT), pays VAT on what it buys for the business (input VAT), and pays RRA the difference.
VAT = price × 18 ÷ 100, and price including VAT = price × 1.18.
Example: a phone costs 150,000 Frw before VAT. VAT = 150,000 × 18 ÷ 100 = 27,000 Frw. The buyer pays 150,000 + 27,000 = 177,000 Frw.
If 118 parts are the full price, then 18 of those parts are VAT. So VAT = price including VAT × 18 ÷ 118.
Example: an EBM receipt shows a total of 11,800 Frw including VAT. VAT = 11,800 × 18 ÷ 118 = 1,800 Frw, and the price before VAT is 11,800 − 1,800 = 10,000 Frw. Check: 18% of 10,000 = 1,800. ✔
Common error: taking 18% of 11,800 gives 2,124 Frw, which is wrong because 11,800 already contains the VAT.
VAT payable = output VAT − input VAT.
Worked example (written by Ganzaa). Keza's furniture workshop in Kicukiro is registered for VAT. In one quarter:
| Before VAT (Frw) | VAT at 18% (Frw) | Total (Frw) | |
|---|---|---|---|
| Buys timber (input) | 500,000 | 90,000 | 590,000 |
| Sells tables (output) | 800,000 | 144,000 | 944,000 |
If input VAT is greater than output VAT in a period, the business may claim the difference back as a refund.
An EBM (Electronic Billing Machine) is the electronic invoicing system approved by RRA; it records each sale and sends the data to RRA. A VAT-registered seller must issue an EBM receipt to every buyer, whether or not the buyer asks. A typical receipt shows the seller's name and TIN, the buyer's TIN if the buyer gives it, the date and time, each item with its quantity and price, the total, the VAT included, and a receipt number and security codes that link it to RRA's system.
Asking for an EBM receipt proves your purchase (for returns and warranties), lets a business buyer claim input VAT, and makes sure the VAT you paid actually reaches RRA. Under RRA's guidance, a VAT-registered seller who sells without issuing an EBM receipt faces a fine of ten times the VAT evaded.
Tip
Exam technique. First decide whether the price you are given excludes or includes VAT. Excludes: multiply by 18 and divide by 100. Includes: multiply by 18 and divide by 118. Always check your answer by taking 18% of the price before VAT.
Solution: VAT = 25,000 × 18 ÷ 100 = 4,500 Frw; the buyer pays 29,500 Frw.
Solution: 23,600 × 18 ÷ 118 = 3,600 Frw. The price before VAT is 20,000 Frw.
Solution: 360,000 − 210,000 = 150,000 Frw.
Solution: 1,180 × 18 ÷ 118 = 180 Frw.
Solution: It proves the purchase, and it makes sure the VAT included in the price is recorded and reaches RRA rather than staying with a dishonest seller.
