Budget
Lesson 3 of 4
15 min
A new tarmac road has reached Umutoni's village in Nyamasheke. Motos, buses and lorries full of tea now travel quickly to the town. "Who paid for this road?" Umutoni asks her teacher. "In a way, you all did," says the teacher, "through the national budget."
The national budget is the Government's plan of the money it expects to collect (revenue) and how it will spend it (expenditure) during one fiscal year. In Rwanda, the fiscal year runs from 1 July to 30 June.
In June 2026, Parliament approved a budget of Frw 7,796.3 billion (about 7.8 trillion francs) for the year from July 2026 to June 2027. That is 12% more than the year before.
| Where the money comes from | Amount (Frw billion) | Share |
|---|---|---|
| Domestic revenue: taxes and other money raised inside Rwanda | 5,273.8 | about 68% |
| Grants: gifts from other countries and organisations | 548.3 | about 7% |
| Loans: money borrowed, to be paid back | 1,974.1 | about 25% |
| Kind | What it pays for | 2026–27 (Frw billion) |
|---|---|---|
| Recurrent expenditure | Costs that come back every year: salaries of teachers, nurses, police and soldiers; medicines; running offices and schools | 4,785.5 |
| Development expenditure | Building new things that last: roads, schools, hospitals, power and water lines | 3,010.8 |

Adults pay taxes. Everyone can ask for an EBM receipt (from the Electronic Billing Machine) when buying something, which helps RRA collect the VAT the shop has charged. And everyone can protect public property, which the budget paid for.
Tip
Think of Rwanda as one very big family. Revenue is the family's income, expenditure is its spending, and Parliament is the family meeting that agrees the plan before the year begins.
Answer: MINECOFIN prepares it; Parliament approves it.

Answer: Recurrent expenditure.
Answer: 4,785.5 − 3,010.8 = 1,774.7 billion Frw more.
