Rights, Obligations, Duties and Responsibilities
Lesson 4 of 5
18 min
A country is built by its citizens. Rwanda's Constitution does not only list rights: it also sets out the duties of the citizen. After 1994, Rwandans rebuilt schools, roads and trust largely through their own shared effort, from umuganda to paying taxes. Your generation inherits both the rights and the duties.
A citizen is a legal member of a country, with its rights and duties.
In summary, Rwanda's Constitution expects every citizen to:
| Where | Responsibilities |
|---|---|
| Family | Respect parents and elders, help with household tasks, care for younger siblings |
| School | Attend and study, obey school rules, protect school property, treat classmates with respect, refuse cheating |
| Community | Join umuganda with your family, keep your surroundings clean, help neighbours, report crimes and abuse |
| Nation | Respect national symbols, reject hate speech online and offline, protect the environment, prepare to vote responsibly at 18 |
Question: Explain how umuganda is both a duty and a benefit to citizens.
Duty: on the last Saturday of each month, adults take part in community work, such as building classrooms, repairing roads or planting trees. Benefit: the community gains public works at low cost, and the meeting afterwards lets neighbours discuss local problems and plans with their leaders. Carrying out the duty strengthens the community whose services the citizen then enjoys.
Tip
Memory hook: "Law, Love, Labour, Look after". Respect the law; love and defend the nation; labour for development (taxes, umuganda); look after public property, the vulnerable, memorials and the environment.
List four duties of a Rwandan citizen.
Solution. Any four of: respect the Constitution and laws; love and defend the nation; pay taxes; take part in umuganda; respect public property; promote unity and fight genocide ideology; help the vulnerable; preserve memorial sites; protect the environment.
Why is paying taxes a duty?
Solution. Taxes pay for the schools, health centres, roads and security that every citizen uses. Without them, the state cannot meet its obligations.
Give two responsibilities you have at school.
Solution. For example: protecting school property and treating classmates with respect.
